01 / Brief
Two publics, one opening date.
Eau de Paris wanted its 900 staff to submit, carry and vote on ideas behind the utility's single sign-on, and, in the same year, to let Parisians propose and choose the projects its participatory budget would fund. Two publics, two rhythms, one contract awarded under public procurement rules, and a contractual opening date that could not move.
02 / Build
Two instances, one console.
The Lab built the two platforms on Agora, each on a dedicated instance, with the utility's own words on every page through the console.
- Néo, for staff: ideas with co-owners and themes, challenges with their own forms and windows, votes and comments, an instruction desk with statuses and exports, behind Entra ID.
- The participatory budget, for Parisians: editions and phases, project submissions with a dynamic form, a ballot box with per-category caps and a definitive vote, results and follow-up of the winners, no account required.
- Both wear the Eau de Paris design system, built for RGAA from the first screen: one typeface chosen for legibility, contrasts and keyboard paths checked page by page.
Each module on its own instance: one client's outage is invisible to the other.
03 / Outcome
What is going live.
Two live platforms for the opening in January 2027, and the product that came out of them.
Néo and the participatory budget are being deployed, with historical content imported and the utility's editors trained on the console. What was built for Eau de Paris, the modules, the instances, the strip that says what exists today, is what Agora now sells to every other public operator.
